Tom
I would look around at radio supply stores for electrical contact 
cleaner. That should work fine for what you want to do. Check the 
Dielectric Strength voltage on the spec sheet. I don't know what the 
voltages on a stock distributor are but the contact cleaner I've seen 
has about a 40kV dielectric strength which should be more than enough.
As for waxing, I'm assuming you mean the outside for detailing purposes, 
that shouldn't be a problem as long as your wires and boots are good and 
don't have tears or rips. The filth that gets on a cap in normal use 
probably has a lower dielectric value than wax.
