You were told correct, fill it up , but not full to the top you don't want  
it run over and make a mess. Start engine and turn the steering wheel back and  
forth lock to lock ,to bleed out the air. Then recheck fluid, some p- 
steering  pumps have a dipstick, but if not fill pump to about where the neck 
starts 
maybe  a touch more. Leave room for the fluid to expand some when it gets hot. 
 Transmission fluid will work but power steering fluid has an anti foaming 
agent  and it will keep your pump quieter.  Bye, Ken
