Using a pivot pin on the tank is going to put a lot of localized forces
there.  You'll probably need to reenforce the ends and possibly the body
in order to take the shock loads of being driven over surfaces.  

Both ideas can impart a lot of load on whatever stops the rolling
motion.  Particularly if you simply attempt to use a length of chain. 
You'll probably rip it out the first time you tip to dump.  Consider
some method of gradually lowering to dump, and not a free fall to the
stops.

The rolling method you first described requires some definite work to
ensure the tank cannot slide while being transported.  It also can make
emptying very difficult on an unlevel setting, particularly tail high. 


You may want to consider internal baffles in this tank.  A partial load
of liquid sloshing around is a very exciting load to carry.
