Briggs&Stratton have used them for decades on some of their engines.  In
this case, it does work, though not as the tornado folks claim.  The
lawnmower engines with a long unheated manifold tube can suffer gasoline
dropout when idling, and stall. A twisted sheetmetal section is added at
the factory to the intake manifold to induce swirl and keep the gasoline
from dropping out.
 
In the case of a car, especially a modern fuel injected car, it's snake
oil.
 
The stunt they show with the inverted soda bottle is nothing more than
creating a vent hole in the center of the swirling water.
