Based on what I learned working on the SU fuel pump on my dad's TC (which 
sat dormant but assembled for 7-10 years), odds are that the diaphragm is 
dried out to the point of being too stiff to pump.  If it was working 10 
years ago, the electrical part should be fine, but since you have to pull 
it all apart to replace the diaphragm, you may as well get the whole kit 
and do it right.
