If it's high the same amount throughout the whole speed range, I believe the
needle has probably slipped on the shaft.  This was the case with mine and I
fixed it myself.  Take the speedo mechanism out of the case (not for the
faint of heart or mechanically challenged) and with a little trial and error
(with the mechanism plugged into the cable beneath the dash while you drive)
you can successfully reposition the needle correctly.  Be careful, things
are tender inside and the trip meter shaft is an interesting obstacle to
disassembly and reassembly.  

Alternatively, a speedo shop would be your best bet.

ps.  I think the needles get off by clueless people (like I was) spinning
the speedo mechanism while it is out of the car, just to see the needle
move.  When it slams back on the pin, it can slip on the shaft.  I proved
this by accident, making my speedo read even higher than before.  It was an
interesting lesson for me.
