Rusty tach.

I tried to take my tach apart last night to see about rewiring it but once
the glass was removed I found the
outer metal ring (not the chrome one) to be rusted to the body so badly
that I'm afraid I might damage it by trying to remove it.
Ideas ? Should I try trading for a negative earth model ?
