Midget 1500 Fuel Pressure

Anyone know what the proper fuel pressure is for a '79 1500cc Midget?  My
fuel pressure regulator does not seem to restrict the flow even when set
as low as .5 pounds.  The pump is one of the NAPA solid state electric
pumps.

I have found that there are three different sizes of fuel lines on the
car:

1/4 tank outlet to
5/16 pump inlet/outlet to
1/4 fuel line to
5/16 fuel line to
3/8 fuel filter to
5/16 fuel line to
5/16 fuel pressure regulator to
5/16 inlet on the carb

Can these be part of the problem -- should everything be brought down to
a 1/4 fuel line size (except the carb, I think it's actually between 5/16
and 1/4 in size)?

Also, will the pump actually cease operation when it reaches pressure, or
will the sound of its operation just be 'muffled'?
