Russell,
The front spring bushing can be beat out using an old socket of the 
right size, or two sockets one large one on the outside with the socket 
facing the spring and one just slightly smaller than the bushing. Put a 
long bolt or threaded rod thru the holes in the sockets place a nut on 
it and tighten to pull the bushing out.
You should be able to weld up the shackle bracket just make sure you 
grind it flat after welding.
Not sure what the goo is on the springs maybe someone trying to cure a 
sqeak.
