The levers allow the seatbacks to be moved forward and backward when the
levers are pushed fully back. There should be some free movement in the
levers before resistance is felt, then further movement should release the
seatback locking mechanism.
These mechanisms are frequently rusted where the seatback meets the seat
pan, so moving the lever doesn't release the seatback lock. You might be
able to peel up the upholstery on the seatback to get at the rusted parts
and free them up. I just lived with the problem until I replaced the seat
upholstery.
