Toby,
By all means, follow Frank's advice and buy the book "Original Sprite &
Midget"!  It is available from amazon.com or at Barnes&Noble.
You won't regret it.
Also, if you have a budget of $3500, you can afford a car much better than
what you describe.
A nice runner w/o rust, needs paint, tired engine, needs front
suspension rebuild, complete and original should go for around $2000.

Rust is your biggest enemy!  Don't buy a car with rust, you live in CA!
