In addition to the other comments let us add two more. You can build a make
shift baking oven by building a frame a little larger that the dash and three
to four times a as high. Line it with several layers of heavy aluminum foil
and mount three heat lamps along the top. We put ours on the garage floor.
Leave one end so it can be opened. Paint the dash, slide it into the oven,
close the end and turn the lights on. Sit near by with the beers to keep and
eye on the oven as it will get very hot. With your sunglasses on you can
peek in and see if the paint has crinkled then turn the lights off and let
everything cool down.
There is also a crinkle powder coat. You have to make sure that the weld
joint is clean, chemical cleaning, or else material trapped in that joint
will outgas and ruin the powder coat.
