Glen,

The diverter on the underside is correct, otherwise there should only be
holes for the seat rails, and the spring hanger box bolts. It is possible
you would have some very small holes from sheetmetal screws wherever snaps
were attached for mattes. Other holes you find were likely added by
previous owners, as you suggest, as drain holes. If you have seat belt
holes in the floorboards, they have been added by a previous owner also. A
guide to correct installation of seat belts (if you care about such things)
can be found in the "Tech tips" section of my web page.
