BFH and a dolly to bang it out. Bondo, sandpaper, bondo, sandpaper,
primer, sandpaper, spot putty, sandpaper, probably more bondo, much more
sandpaper, more spot putty, more sandpaper, prime it again, spray it
with a spray bomb and block sand it to check for highs and lows, if it's
OK, paint it, BUT, you will probably have to repeat all of the above.

Oh yeah, a body hammer and dolly work much better then a BF hammer. A
folded towel on the dent helps too. Also look into those top quality
replacement fenders, my kid buys one a week for his VW because it's
cheaper then all the sandpaper. $29.95 for a fender. And if he keeps
insisting on using the taiwan lugs on his wheels, he will keep stripping
out hubs and loosing wheels and crashing down on his fenders. 
3rd time in a month now!!!
But now he knows what is causing it. 
Please DO NOT USE ASIAN CRAP WHERE SAFTY IS CONCERNED. Cheap hardware
caused my kids wheels to fall off 3 times this month, today when he lost
his wheel (and trashed another fender) he almost got creamed by the semi
truck behind him.
Not only are the wheel lugs inferior but they stripped out his hubs (3
of them now too. (2 were new 2 weeks ago) VW uses a bolt not a nut to
hold on the wheel.
Fancy chrome taiwan wheel bolts may look pretty but they can cause death
or serious injury.
Donkey dong forged steel just doesn't cut it.
