I think you are both right.
One can improve the engine by ordering a couple of parts and bolting them
on, and even doing some careful modifications.
"Fast road" spec components work well for this.

But one can also make more radical components work well, but only with
*development*.  Getting objective feedback (dyno runs) and trying out
different configurations until the optimum is achieved.

As the state of tune increases, attention to detail and need for development
work increases also.  The higher the state of tune, the more important it is
that everything work together as a package.

You can install a Kent 266 in a 1098 or a 1380, with dual SUs or a DCOE,
stock valves or Rimflos, you will not run into any problems, but will end up
with a motor that runs well and is stronger than before.  Try that with a
286.  Of course you won't get near as much power, but at much less time and
effort invested.

So I think which components to choose depends mostly on how serious the
owner is with his car and how much he/she wants to "fuz" with it.
