Well,  it is simple because as another lister pointed out there are tables 
and stuff that 'engineers' have already produced.

So there is a lot more involved in deciding which grade and type of fastener 
to use than calculating the necessary torque. Did I ever say there wasn't?  
In fact I  was just talking about re-calculating (using a table to do so) a 
torque figure when the bolt had been upgraded to one of a different strength.
