Hi Dan,

  Since both carbs overflow, I'd check the fuel pump pressure.  Could be
it's too high and is forcing fuel past the needle valves.  

  Now, this is a real long shot, but how about the emission control
system?  I had a rice-burner that would flood because a fault in the
vapor recovery system would pressurize the fuel tqnk and force fuel past
the carb float valve.  You can find out by removing the gas cap before
you fire it up.
