I have had my local machine shop ream 4 pair of bushings.
He sets it up in a jig, reams the innner small bush first, replaces the
ream with a larger one and reams the second bush.
It's not rocket science, if the axles does not move, ream one size then
the other.
You could do this at home with a simple jig and the correct reams.

The old bushings come out fairly easy with a "suitable drift" I think I
use a socket wrench that fits.

So just buy the reams. clamp your axle in a vise, set up a box next to
the vise and make something so your drill slides into the bushings
straight, spend time making sure the drill moves thru a jig straight.
ream the small bush first, change reams, do the big bush.
Should cost you less then ~20 for the reams and a few hours setting up a
jig.

Of course a drill press will work to if you make something to hold the
axle on the drill press.
