It wasn't deregulation that screwed things up in California,
deregulation is just an easy scapegoat.  California would have been in
pretty much the same shape without deregulation.

1) No new Electric generation built in the past 15 or so years.
2) Inadequate transmission capacity to bring power in.
3) The largest Electric demand growth in the US.

It was, in many people's opinion, a bad idea to deregulate generation
under these conditions.  It certainly wasn't a politically wise move. 
However, don't blame competition for the weeds when the seeds were sown
under regulation.
