This sounds like a good deal to me, especially with the unseized engine, but
be prepared to sink lots more money into it, and brace yourself for a lot of
work and a long period of time. But it will be extremely rewarding, both in
the process and, if you do not become discouraged, in the final product.
What you are describing is what many of us start with. If you do most or all
of the work yourself, you will probably end up with a car that is worth
somewhere what you put into it money-wise. Title-wise, I have not a clue as
to whether what you will have will make the car titleable in California.
That could be a big issue that you will want to answer before you part with
your money.
