You mean Ferric Oxide (I have an MBA)?  Yes, in theory
it should help.  The choice of the sacrificial metal
has to do with what the base metal is of the complex
you are protecting, what the charge on the complex is
(-1, neutral, +1, etc.), and what ligands the complex
contains (also have a Physics degree).  That said, a
trickle charge "rust evader" probably ain't gonna do
much except kill your battery when subjected to real
world elements like salt on a large paint chip.  Maybe
I'll hook it up for grins now that the car is being
run daily.  A wire brush, grinding wheel, and some
zinc chromate primer are still your best bets.
