Most times it's the flasher.
But on 68 and newer models, the signals are wired thru the hazard switch. Check
the switch contacts for corrosion. also, there is (should be) a green wire near
the hazard switch with a black band very near the bullet connector. This is the
signal wire take off (I think) make sure it is plugged into the harness.

The signal flasher is a 2 prong type mounted up under the dash on the right 
side.,
the 4 way flasher is seperate and mounted in the console.
