I was there in July of 96, and it was open to traffic (one way, down only).  
But, alas, it was always crowded with cars, so it didn't provide much of a 
workout for my Chrysler Sebring convertible from Avis -- 10 mph, lock to 
lock, back and forth.  However, I made up for that by flogging that Sebring 
up and down the PCH and through the mountains, from wine country to Carmel!  
Thank heaven for rental convertibles with unlimited mileage!  ;-)
