You could probably eliminate some bad coils with a volt-ohm tester, by
checking for the proper resistance on the primary and secondary
windings.  However, you wouldn't be able to definitievely say the rest
were "good" because a coil may test fine, but fail under operating
conditions.  You can have a breakdown of the insulation in a coil,
where it will run fine until it heats up, then it shorts out.
