Bugeye brakes

I think we may be in for a master cylinder rebuild on our Sprite but I'm
looking for advice.

We were having significant dragging problems with the rear brakes --
fortunately that seems largely solved with the simple replacement of the
rear flexible brake line.  However, the brake pedal still does not exactly
"spring" back after being used -- they just sort of slowly move back out,
but apparently not all the way back out.  If you grab hold of the rod coming
out of the master cylinder you can pull that out maybe another 1/4 to 1/2
inch -- but it takes more force than the return spring can muster.  It just
feels like there's too much drag inside the master.  The clutch pedal
(tandem master cylinder) has a similar feel.

So the question is -- is it really time for a replacement (or rebuild) of
the master cylinder or is there something else we should be considering?
