Plus, they would have to render the code for the
driver and his movements on screen.  After playing
GT1, 2 and 3, I'm glad they spent more time on
the gameplay and car reaction....

Nope.  The fact is that it's easier to "render" a realistic looking car 
with the top up then with it down.  Less detail needed, and ragtops 
lend themselves well to fairly crude "curved plane" renditions.  

Even with the processing power available, game designers are encouraged 
to save clock cycles wherever possible on the graphics rendering to 
make sure the frame rate stays up.
