I believe "911" works in all areas. Any time you are being stopped by an 
unmarked
vehicle, you have the option to proceed carefully to a public area before
stopping. You should signal your intentions to the officer, preferably by 
turning
on interior lights and waving and pointing ahead. You are expected to proceed to
the nearest public area and stop. If still uncomfortable, leave your doors 
locked
and window open just an inch or so until satisfied that it is a legitimate stop.
At any point, you are welcome to call 911 and confirm with dispatch that it is
indeed a police vehicle attempting to stop you. This is never considered a crank
call, and will be handled appropriately by the call center. All state police
agencies and most county sheriff deputies monitor CB channels 9, in addition,
most also monitor 17, and 19. If a cell phone is not available, assistance can 
be
requested in this manner.
