Yes, a 1/8" drill will remove the rivets.  Replace with stainless steel 
screws available at big hardware stores and marine supply shops.  The rivets 
will 
fall inside the header bar but there is a large hole at one end.  Shake the 
pieces out thru that hole.

Clean the bar as best as possible.  You can use mineral spirits, kerosene, 
whatever.  I didn't get mine spotless because it will be covered with the new 
fabric.  I used 3M interior adhesive.  It comes in a red tube.  It is a contact 
cement.  That stuff sticks like glue, so make sure you get the thing lined up 
right the first time!  I have had no leaks in two years.
