15 full turns of each tie rod end will get you close.
Then a tape measure and a helper across the back of the wheels and again 
across the front of the wheels. The front number should be 1/16 to 1/8 
LESS than the back measurement. (1/8" toe in)
I have been real lucky with the 15 turn rule. (14 1/2 to 15 1/2) just to 
point them in the right direction. Every rack I dismantled had about 15 
turns to unscrew the ends. When you check the toe in, drive the car, 
don't do it just off a jack. Use a straight edge from top to bottom of 
the wheel for an exact measurement. I just use the outer most tire 
tread, it works for me.
