Electrolytic rust removal - electrolyte sub?

Having a hard time finding washing soda (sodium carbonate) around here.

Any chemistry wizards out there know if I can substitute Borax (sodium 
tetraborate) as the electrolyte? I found a Wal-Mart that carries it (at least 
for now).
