I don't think most automotive shops, maybe a good speed or machine shop.
They need a big lathe to do it. It also has to be balanced afterwards.

One of the BMC tuning manuals has a diagram of where to remove meat from the
flywheel. This is how mine was done. The previous owner (former H
production racer) said that it was 13lbs but I did not weigh it.
Like I said before, I would not go too light for a road car. Because of the
loss of inertia, you have to rev it higher when launching from first gear.
Probably a little tougher on the clutch because of this.
