The potentiometer (sp) needs to be adjusted.
Remove the tach from the housing, re-hook up the wires and don't forget 
a GOOD ground, with a small screw driver, s l o w l y turn the 
potentiometer wheel.
This is now a good time to drill an extra hole in the back of the 
housing so you can adjust it while it's in the dash and assembled.
