mike,
this might sound odd but are you trying to pull the choke with it in the
"twist to lock" position?   they do move inthat position but are rather
"stiff" in the movement.  if this is not the culprit, try looking how you
have routed the cable.  in spite of the design and simplicity of the device
they are sensitive to any sharp , hard or multiple bends.   that could be
giving you some difficulty in operation as well.

btw!  a very good friend lives in your town that i race with,  nick england.
he is 1/2 of "krause & england" who specialise in mostly italian cars.   but
if it really becomes a problem that you are unable to get straightened out
possibly you can look nick up and ask for a bit of advise?  i see the signs
to chapel hill evry time i head to virginia international raceway around the
east side of danville.  ....c.
