Here is the Illinois policy as stated by the Secretary of State's website:

An Antique Vehicle is any motor vehicle at least 25 years of age or a bona
fide replica that is only driven to and from antique shows, exhibitions,
demonstrations, or for servicing. The plates may also be issued for
fire-fighting vehicles more than 20 years old that are used only for
exhibition.
A registered owner of an antique may display historical plates representing
the model year of the vehicle, instead of antique vehicle plates. If such
plates are used, the owner must provide the plates for display and carry the
current set of antique plates and registration ID card in the vehicle.
Antique plate registrations are good for five years. The current
registration expires in December 31, 2004.
To apply for this plate, an affirmation form must be submitted with the
request for Antique plates. The request can only be processed in
Springfield, Chicago and Level III facilities. Level III facilities sell
most plates that do not require documentation upon renewal.

This tends to translate into: nobody checks up on it, you don't have to go
through emissions testing, and it costs less than standard plates. The
biggest risk so far is being pulled over by a cop who can't figure out why
your tag says that your plate won't expire for 2 or 3 years. The guy in our
club who logs the most mileage on his LBC has antique plates. Go figure.
