Exactly, Toyperson.

I live right next to Stamford Harbor and
Frank along the South Jersey coast....
Plenty of opportunity and thus, more
than enough reason to believe beyond
a reasonable doubt.

This bears further investigation. Methinks
the Coast Guard would probably have
authority in matters involving blown
seals and the like.

I shall check. :)
