When my recently acquired '66 Sprite acted this way (no fancy mods, mind you) it
turned out to be fuel starvation that was only cured when the carb piston was
way open.  While coming from other causes, perhaps, I would look for something
that tracks back to poor fuel delivery, including the mentioned exhaust and/or
cam issues.

My fuel issue was one carb set way too lean.  It was running mainly on the front
only.
