I think that should be2 & 3.  Marks Item 1 has the valve compressed.

According to my weber float leveling instructions from Pierce,  Step 4. Keep
the carburetor top cover (C) vertical as shown, make certain that the float
tongue (LC) make light contact with the spring loaded ball (Sf) without
exerting any undue force that might compress the spring inside.  this
measurement should be 41m from top cover without gasket to float.
