Interior in a can works wonders!
I have turned a black boot cover white with the stuff but it took a 
whole lot of coats.
Use Enamel reducer to wipe down the old dash, not lacquer thinner as it 
will melt the vinyl.
 From black to red, try some gray first. It covers well and can be 
covered with the lighter red.
Several light coats with about 1/2 hr inbetween.
