Micheal,

If its the same as the one I got, I'll try to find my old instructions.  As 
I recall, I fitted the old gears first to set the cam and crank in the 
correct position to match the stamped dots on each gear as normal.  I then 
carefully removed the old gears and fitted the vernier set without 
disturbing the alignment.  At that point, only one of the holes in the cam 
'gear' was perfectly aligned with an underlying hole in the hub that keys to 
the cam.  The steel pin will only push all the way into the aligned pair of 
holes.  To shift the timing, remove the pin by screwing in the provided bolt 
and tug it out with pliers or whatever, rotate the cam  in the desired 
direction without allowing the cam 'gear' to move relative to the crank. 
Now the aligned pair of holes will be a different pair.  Put the pin into 
the newly aligned pair of holes and you're good to go.  Whatever you do, BE 
SURE TO PUT IN THE PIN WITH THE THREADED HOLE FACING YOU!  Otherwise getting 
it out to change timing will not be fun.
