ign/charge light

Listers,
 
Is there any reason, other than a dead bulb, that the charge light would
not illuminate before startup and at shutdown as it normally should?
 
Also, the car has been running on a bit (dieseling) lately. I leaned out
the carbs on the road about a month ago, but they still seem to be a
little rich when I lift the pistons. My underhood clear fuel filter is a
lot emptier than I remember it being historically. Any connection?
