Not sure how the seal would get burnt onto the hub, since the hub and the 
wheel turn together, unless the brakes have been rubbing against the hub and 
making it heat up to that extent.  You might, while you are in there, be sure 
the 
brakes are releasing fully.   As far as getting the seal off the hub, just 
scraping, I would think, should get it all off.   Maybe go to Harbor Freight 
and 
buy one of those cheap pick sets that they sell will help you clean out the 
groove.
