So, Dave...I have misunderstood this system? Quite possible considering I tore
this stuff out and never used it on all my
prior LBC's so equipped.

You are saying the fuel is pumped to the
carbs and the carbs/bowls are vented to the to the charcoal cannister where 
vapors are "sucked" back into the tank by the vacuum created within by fuel 
pumped
to the carbs.

OK...but, how does a "vented" fuel cap fit into the "vacuum" equation?
