Brad, I assume you were saying 'it is" rather that "is it".
 
How about 'unconcealed'?  I think that I read somewhere that some states allow 
exposed carry of firearms.

I believe that Canada's current laws allow concealed carry with a permit.  But 
they "never" issue those permits. :)
