Normally, yes. However Peter's area is getting so much snow that it's 
generating a time/space distortion.  Such distortions affect different 
drivers differently:
   SUV owners seem to percieve time as faster than it is, and
   therefore percieve speeds as slower than they are.  At the 
   same time they seem to percieve distances as greater than 
   they are.  

   Little old ladies in Ford Escorts have the opposite problem.
