OK, I'm no master mechanic.
But, I've had cars with leaky wheel cylinders that had similar
symptoms.  That's why I suggested he check them.  The MC probably does
need rebuild.
I have had experiences with brakes that you could pump a couple of
times and get to work that  didn't need the MC rebuilt.

Either way, if he replaces the MC he will need to bleed the brakes, at
which time he will probably see the wheel cylinders.
