It's the same thing...   if you add resistance to a circuit you reduce the 
voltage applied to any individual part of the circuit and you reduce current 
going through the circuit.

If you have a coil with low resistance and you apply 12V, you get a certain 
amount of current flowing through the coil.  If you add a ballast resistor 
into the circuit, then there is a voltage drop across the resistor and the 
coil itself sees only a part of the whole 12V, and less current flows 
through the whole circuit.
