Hello James,

       i would check the connections to the light switch. sounds like
       the turn signals are wired through it somehow instead of being
       on their own..... when the headlights are on, the turn signals
       don't get enough current to operate the flasher, (i'll bet the
       signals themselves DO come on, just very dimly), as the flasher
       operates with a bimetalic strip, that is, its like a thermostat
       in a house, the current flow causes heat which straightens  the
       spring.. breaking contact, causing cooling, tightening the coil
       making contact, etc...when the running lights are on, more
       current flows, enough to make and break the contacts, but very
       slowly, and with it all off, enough current flows to operate
       the flasher unit.... ..if its not at the lighting switch, it IS
       somewhere .. follow the signal wire back until you find out
       where its in with the lights!
