First, if your butterfly has the poppet valve, get rid of it.
Next, dashpot oil is an important part of the tuning.
Needle, spring, and oil act in concert.  Best to use a rolling road,
like previously stated.  But, you can get close with trial and error
and then fine tune on the dyno.  BDL sounds about right for the
needle.
You'll find that to be a great carb once you get used to tuning it.
