Valves should be closed.
When you're at TDC firing position, you should have some play in the rocker
arms. You need fuel, compression and ignition. If the plugs spark and get
wet, you have fuel and ignition. Make sure your valves are closing.
If you're sure you have compression, try loosening the distributor and
moving it while you crank the engine. If you can't get it to at least
sputter, you'll have to sell the car. I'll give you $50, as is.
