Two things struck me:

1. it's all about revenue (spend $400,000 on enforcement, receive $10.5
million in fines and fees!)

2. It's also profiling. Most of these tuners are young and probably many
of them don't have the resources to defend themselves in court. I'd like
to see an article where they're targeting the 50-something enthusiast
who just dropped a 572 big block into his resto-mod '69 Camaro. Isn't
that the same thing?
